It consists of 108 LEDS powered by USB or 3 AA batteries (not included). It ships with the USB cable and assembly is easy. Just insert the tree into the base by aliening the tab on the tree base with the slot in the base. The put in the batteries or plug the cord into a USB outlet. The on/off switch is touch sensitive and I found that one touch turns it on and the second touch makes the lights blink. A third touch shuts it off.
